1. Create the image you want to pixelate, then duplicate that layer(this will be the actual pixelated layer.
2. Go to Filter->Pixelate->Mosaic. Enter a number between number 11-15. You can go higher if you want. The bigger the number the bigger the boxes look like.
3. It kinda looks stupid now. Now go back to:
Filter->Sharpen->Sharpen
Do this about 3 or 4 times and it makes the boxes look better.
Now your done. This is just to make the image pixelate. But the way I do it make it look better.
4. Duplicate the original layer again.
5. Now take that Image and use steps 2 & 3 on it. (vary the size of the boxes)
6. Now set the opacity to a low like 25-50. This will make it so you can see image and the pixelated duplicate layer
thats your basic pixelating. the more layers and varying sizes, the wiereder but more effetive it MAY be(this isnt always the case, not all images work well pixelated)

thats an example of what it can look like.
If you dont want the pixels everywhere then just duplkiacte the original layer. Then go to Filters->Render->Difference Clouds to darken various areas(you can fade this by going to Edit->Fade Difference Clouds to maybe get more light areas. The pixels wot be very visible in black areas and when th opacity is low they are unseen.
