ok on some of the forums it says i can't post a new topic and first off that is really annoying and sencondly i can't build up post counts easily like how it is, so could someone tell me what is going on?

A lot of new people tend to make new threads all willy-nilly without regard to similar threads that already exist. To counter this, until you get five posts, you're not allowed to make new threads in many forums. Furthermore, due to an unwelcomed amount of spam, post counts do not go up in certain forums. If I were you, I'd just post regularly and not worry about it. Before you know it, you'll have hundreds of posts, and be an elite member of the Rom-Source community!
