Well... it's eight hours, later, now. I'll probably be asleep in twenty-four hours (I should have been asleep when I was making my last post, but I didn't have to get up early), but I'll see what I can do...
That said, I'm a little curious as to why there's such a restriction. I can understand it for downloading ROMs, but for new threads? Is this supposed to be some sort of attempt to control spam?

I think so...I think it's in regards to controlling the spam to a limited number of threads.
Otherwise, newbies can just add useless spam to just about every possible topic on the board, and in effect...make it much harder to moderate and keep the bandwidth leeching in check.
PS. Thank you for posting again, I hope you continue to post regularly, because we don't get many newcomers who stay around.

Well, it's apparently not six posts.

(I want to start up a "emulators vs. consoles" debate
