Weird LAN card

I need a suggestion about some PC problem, here's the story. My friend bought a brand new PC, and use it in her office, the thing is, it's LAN card is weird. If the PC is turned off in about 1 hour, the LAN card is not detected by the windows. But if the PC is turned off, then she unplugged all the cables and then restarted it, that darn LAN card is detected. This thing is onboard, and all the technicians I ask cannot give a good solution. So finally she forced to buy a new LAN card. So any of you guys know any solution to this ? Your help greatly appreciated ^o^
