Make sure you use a good GFX plugin such as Pete's OpenGL2 PSX GPU (v 2.0.8)
And make sure you have the correct Bios (NTSC Not pal if you are playing in NA and NA games)
and there are two kinds of emulation
Are you loading from a CD?
or Loading a bin/img/iso from a file?
Both should work fine although

Go into the config of your graphics plugin and make sure "Use FPS limit" and "Auto-detect FPS/Frame skipping limit" are both ON. The top graphics plugin right now is P.E.Op.S. GPU v1.17. To get the latest ePSXe plugins head over to NGEmu. They have them all rated from best to worst.
Oh and yes, ePSXe IS the best and ONLY PSX emulator to use.
I have just about every single PSX game and the only one that didnt work at all was Diablo (It didnt even work on my PS2). Everything else ran at full speed or close to it.
