Theres a full speed gba emu on the psp called gpSP (Not GPSP, gps on psp). Its written from scratch and runs all supported games at full speed (With adjustable frameskip). Its still in beta though, it only emulates the core system (It doesnt emulate special hardware on some GBA cartridges) and so far it only runs roms no bigger then 16Mb. I tested it with the GTA exploit and most of the roms i threw at it ran great but it seems to have problems with custom intros in some roms.
